Understand the city's zoning framework, explore possible housing configurations, and learn what must be verified before planning construction.
PLACEMENT NOT VERIFIED
These are preliminary research leads—not an approval, zoning determination, legal opinion, survey, or finding that any housing configuration is permitted on a particular lot. Verify the current code, mapped zoning, overlays, and site conditions with Colorado Springs Planning.
1. Understanding Colorado Springs zone districts
Colorado Springs uses its Unified Development Code (UDC), Chapter 7, to regulate land uses, setbacks, building height, and other development standards. The zoning label is a starting point—not a property-specific permission.
Residential districts
A, R-E, R-1 9, R-1 6: Agriculture and single-family districts with varying standards.
R-2: Two-family district.
R-4 and R-5: Multi-family Low and Multi-family High.
R-Flex Low / Medium / High: Planned residential districts with their own standards.
Office Residential and mixed use
OR: Office Residential, accommodating a mix of residential and compatible low-intensity office or commercial uses.
MX-N, MX-T, MX-M, MX-L, MX-I: Mixed-use districts with different scales and development standards.
Some GIS or historical labels may differ from current UDC naming. Confirm with the city.
Other districts and overlays
Industrial, public facilities, parks, airport, and planned-development districts may have distinct requirements.
Overlays may include historic preservation, hillside, airport, streamside, wildland-urban interface, and other special controls. Check every applicable overlay and prior approval.
2. Housing opportunities: preliminary screening only
Property Explorer shows five illustrative housing categories. Its screening labels do not confirm that a use is permitted, that the lot can accommodate it, or that an approval will be issued.
Configuration
What must be checked
Accessory Dwelling Unit (ADU)
Existing use, ADU-specific regulations, setbacks, access, utilities, and any site or overlay limitations.
Duplex / Two-unit configuration
Use table, zoning district, existing dwelling, lot standards, access, and approval pathway.
Cottage court / Small-home cluster
Applicable use classification, dwelling-unit limits, land division, development-plan review, and site layout.
Multi-family / Additional units
Use permissions, density, dimensional standards, parking where applicable, utilities, and overlays.
Garage or Detached ADU
ADU eligibility, accessory structure rules, building safety, setbacks, and access.
Screening terminology: “Potential Opportunity” means worth investigating; “Additional Review Required” means more rules or site details must be checked; “Not Yet Assessed” means no conclusion has been reached. None means approved.
3. Verify a property before relying on a result
Confirm jurisdiction and parcel: Check city limits, county parcel record, ownership, boundaries, and survey dimensions.
Confirm zoning and overlays: Compare the Property Explorer result with the city's official SpringsView map and current UDC.
Check allowed uses: Review the UDC use tables and use-specific standards for the proposed housing type.
Check development standards: Verify setbacks, lot coverage, height, lot area, access, utilities, and parking where applicable.
Review site restrictions: Consider historic preservation, wildfire, floodplain, airport, easements, grading, and existing approvals.
Speak with city planning: Ask which review, pre-application meeting, land-use approval, and building permits may be required.
Important GIS limitation
The Property Explorer's parcel boundary comes from El Paso County data; its city zoning lookup uses a geocoded address point. These must be verified as the same property. A point-in-zone match does not establish parcel-wide zoning or buildable placement.
Suggested first step: Request a city pre-application discussion before relying on a proposed development scenario.
5. Planning & Development Contacts
Use these contacts to confirm zoning, permitted uses, permits, parcel records, and utility service. Confirm current contact details with each agency before relying on them.
